I confess that my SO is that way, just can't do yes or no.
Hillary is epic, and I think part of it is evasiveness but another part is just "Won't Shut Up"-- loves the sound of her own voice.
Further, she takes advantage of chances to brag on herself, change the subject, and basically run out the clock.
For me, if it's a yes or no question and you don't get to yes or no in the first five words, I'm gonna tune out.
