If the voters are not ready, too bad, you should know the rules and if you can't prepare 8 months ahead of time then that's just too bad.
On the other hand, those organizing the vote, have no such "unknowns" to deal with. They have a set date, a well known process, doesn't really matter if one candidate unexpectedly gains in popularity, no excuses for any real surprises, the only thing that might have to change is the names on the ballots ... yet when they are still unprepared, the same people who believe the voters should have been ready, have the reaction "that's too bad, meh, maybe someday we should consider maybe thinking of studying some way to possible do something, I guess."
