And there's no reason to believe Puerto Rico or a US state not being able to operate as many polling places as they'd like is a benefit to Clinton.

Clinton does better than Sanders in urban areas, and those are typically the areas that suffer from polling place closures and long lines. Not to mention that Sanders has benefit greatly from caucuses, and there's nothing that suppresses the vote quite like a caucus (working people, parents, persons with disabilities, people who want their vote kept private and others don't find caucuses to be accessible).
