So that raises questions about slack supervision, etc etc. Bad for Obama but not nearly as bad as would be a pre-emptive pardon for which there would almost surely be pressure to produce... If Obama did that, it's likely to become the most memorable act of his presidency, it would certainly dwarf memory of his Peace Prize.
So I don't see an indictment during the Obama administration.
I -DO- see the possibility of more Congressional hearings that could greatly interfere with the GE campaign in the Fall. I can't help but see the outcome of such hearings being some sort of censure of HRC.
Moreover, -if- things get revealed in that process that look criminal whether it's Clinton email or the State-Foreign Intere$t$-Clinton Foundation/Global Initiative, there will almost certainly be a move for impeachment as soon as HRC is sworn in.
All that may not amount to any serious penalty for HRC, but the effort would certainly side-track her administration for 24 months or more by making Congress hostile and making foreign governments reluctant to deal with a person under such a shadow.
