not doing something stupid and messing up his legacy.

It's a bad spot to be in. Because act or not he's going to make some people unhappy, but his 8 years of decisions include a number times he's kicked the can down the road when things were tough.

I have no special knowledge, but based on celebrity political status alone, my money is on no recommendation for indictment of HRC. As insolation from prosecutions goes, being rich and powerful is better than being rich... If we're going for a decision after a recommendation, my bet is no action... the can is just left on the roadside.
