Travel is expensive--it would be an interesting program to start though-- travel for all youth not just for ones with parents who can afford it. I agree we should have very broad cultural education, possibly increased exchange student programs, whatever it take to bring about a better global understanding. Humans are not so different one from the other
Do we have studies showing where the most jobs are needed besides the tech industry? Healthcare is a big employer, but not everyone can--or would want to, do it. A medical degree is very expensive yes, but it takes a habit of study and dedication to get through it-residency itself is a kind of hell run, (many doctors are saying today they would not pursue medicine if they had to do it over--but that's another story) nursing school is little better and only because it's a lot shorter and for a young adult with a family it requires incredible focus.
With the free college idea--how do we guide young people into of the type of careers that will benefit society? I can tell you in nursing, you can get grants easier if you want to pursue your practitioners license in Psych for instance. There is a shortage. That what I meant by incentive. If we offer free college with the end result desired being a career from said education, I believe what the education is in has to be managed to a certain degree.
I also believe we should be managing primary and secondary education better, much better than we are, because it's tough to succeed in collage if you don't have the basics. There will always be ones who will not do very well in collage.
Your idea for free time is a very interesting one one often pursued in one form or another in science-fiction, with varying results depending on the author. Depending mostly on whether one is an optimist or a pessimist
