he's interested in the vote of bigots in denial.

blacks rarely vote for republicans anyway. one of the reasons he's trailing in the polls, and the big reason other republican leaders are panicking, is because he's gone from carefully coded bigotry to overt, obvious bigotry, destroying the careful veneer of deniability republicans have been relying on for decades.

he's trying, in his own clumsy, inept way, to restore some of that thin veneer of deniability, so white bigots can safely vote for him while pretending that that doesn't mean they're actually bigots.
