25 yrs ago, but our "progressive" City Council got their marching odors from high-rise developers who wanted particular areas for some Miami Beach-looking condos. So, no. No attempts even to see if a cheap strip of asphalt next to a RR bed would even work. Just buckets of paint along a congested, dangerous hwy. Bonds here are essentially a blank check for anything a planner wants, election post-hoc. And the planners are ALWAYS big developers.
