Technically, WI Republicans hate African Americans, and pretty much all their vitriol comes from the little voice in the back of their heads grumbling about the "*******" in Milwaukee. It works pretty well here too, because a lot of poor rural (white) folks in Wisconsin will gleefully accept losing services and benefits if they perceive that the city folks (blacks) are getting it worse. I won't even get started on how they look at Native Americans....
