Until the 25th amendment was ratified, it was possible for there to be a president and no vice president. Indeed, there were any number of periods where that was the case. And yet, it never ever crossed anyone's mind that the president couldn't leave the country during those periods of times without transforming the Speaker of the House into the acting president.
