An honest, innocent governor would have acted at least month sooner: firing the culprits (not allowing them to resign) for closing the lanes improperly, and putting the nomination of his chief of staff on hold. Then, to ensure the most independent, impartial investigation possible, he would called in the Feds himself.
There isn't any evidence pointing directly to "Governor Soprano" because he arranged it that way -- and he's the ONLY person who COULD HAVE arranged it that way!
