2. Zero chance before the election

Election campaign indictments are never a good idea; such only gives the other side the ability to claim they are politically motivated (even if there is merit to the charges).

The best example here would be Lawrence Walsh's Iran-Contra indictments a few days before the 1992 election. And then of course they were pardoned as George HW Bush was on his way out of the White House.
