Throwing red meat at them while accomplishing very little. Your op is just one of many examples of how he does it. Minus the six or so elections Sanders has lost, this is one of the ways he found to win. He knows the group this message is going to really don't care about the political process or realities. All politicians do it to some degree. Career politicians like Sanders just have to bank on it a little more often.
