Since the retirement of Mrs. Clinton is assumed, then Obama should be planning for it before the election. If what he thinks best is VP Biden as SoS, then he should say that before the election, and run with his true VP choice on the ticker.

He'd be slammed for it in senate hearings; the Republicans would say the new VP wasn't a real VP at all, but had been smuggled in undercover. And they'd have a good case for that.
