You can't leverage it out of existence.
You can't fire the diplomats.
You can't make the international climate better by taking away pensions.

The State Dept needs to foster cooperation in order to make the international environment strong from US commerce, military interests, education, etc.

R-Money never even paid attention to how his companies made and sold things.
