Clinton did not have the votes in the legislature to stop welfare reform. He, was however able to temper it by raising the EIC (the tax day credit that gives low wage workers a considerable tax credit to more approximate a living wage), thereby ushering the largest migration out of poverty in US history. But you forget that. I believe that FDR devised Aid for Families with Dependents as way of ameliorating poverty among families during his lifetime. A bridge, if you will. But if welfare reform was 'grotesque, loathesome and disgusting' as you say, why isn't repeal of welfare reform part of Bernie's platform?
