instead of the "correct" link, enter http://www.blahblahblah. The WH server will re-direct to the https page.

i.e., http://www.whitehouse.gov/petitions/!/petition/require-free-access-over-internet-scientific-journal-articles-arising-taxpayer-funded-research/wDX82FLQ

The software currently seems to think that links should begin with www.
