Unfortunately the [link:|] tag doesn't like the exclamation point, but you can replace it with the URL encode equivalent: %21.

Try this:

[div style="margin-left:1.5em"][font color="#000099"][link:https://wwws.whitehouse.gov/petitions/%21/petition/require-free-access-over-internet-scientific-journal-articles-arising-taxpayer-funded-research/wDX82FLQ|your text here][/font]

That should give you this link: your text here

There are definitely some issues with links and the [link:|] tag still -- there are workarounds, but they aren't exactly obvious. I hope to do a post on the known link issues and their "fixes" in the next few days. The odds are as soon as I make the effort to do a detailed post about the issue, they will fix the problem(s).
