... but I have noticed that IE9 sometimes does not load pages with anchors in the web address correctly. Although I have only noticed it either not moving down to the anchor completely or just ignoring it and staying at the top of the page. Your screen looks like it isn't loading the page properly, but I wonder if it's just an erroneously drawn scroll bar blocking movement on a page loaded with anchor.
All the other major browsers seem to open pages with anchors in the web address correctly. Maybe try another browser - or play with the IE webpage compatibility settings to see if that makes a difference. Also see if some of these addresses allow you to recreate the issue:
