The "elimination of rent/mortgage" is a reference to ownership of property. Many socialists would like to see property owned by the community. This varies - some would agree folks would have individual homes and could own them (along with all the personal property inside) - some would have the homes themselves owned by the state so folks would not acquire land, etc.

The "elimination of auto industry" - for me personally I would like to see mainly mass public transportation (which could include cars for use when you need them). Many socialists would see autos as personal property though and not really care about this item.

"creation of local currency" - that is my friend's item. I think his idea is that folks would trade locally. In an ideal society I'd do away with money entirely and just trade goods as needed.

The way I see lists like this are as a starting point - we would all look at these things and vote as to what would work. I don't favor dictatorship. We have the technology today on computers (ie even smartphones) where as a society we literally could vote directly and come to consensus on issues with everyone participating.
