17. Surrogate ballots are common in most caucus states

In WA State, conflicting work hours was added as a reason to send in an affidavit, in addition to the old categories of religious observance, military duty and disability. In WA, Clinton sent surrogate forms with paid postage to a selection of frequent voters. She would have lost by much more than she did without that tactic.

The downside of it for her is that those delegates are not likely to show up for the next level.
