On the one hand it's a bold move to announce that she has reconsidered her commitment to have another debate before the California primary. On the other hand that will annoy Californians who want their state to have its moment, finally, to have its concerns directly addressed, finally.

The other cost to this bold tactical move by Secretary Clinton is that it might fuel existing speculation regarding her health. It's already been fairly widely noted that the press has restricted access to record her climbing steps onto planes. Refusing to be seen standing up in public for a couple of hours is also open to interpretation.

If Clinton continues to stay up in the polls this tactic can arguably be said to have been the right move. But if after declining to debate, her poll numbers go down, my oh my how that can snowball.

It then will have looked like a silly move, unless she had little choice.
