Take ending welfare as we know it. Because of the cloture rule Republican POTUS could not have done that without co-operation from quite a few Democratic Senators. But, if the leader of their party is also POTUS and telling them he needs this done and the party needs it done, getting Republicans to cooperate is not likely to be much of a problem. So, it's easier/better if a Democrat cuts "entitlements."
It's also better/easier to have a unitary Executive because one person is much easier to influence than 535. You get to the POTUS and he or she gets to his or her party members in Congress.
Flip it and it's much easier/better if a Republican President proposes Part D of Medicare and brings his or her party on board. Then, even if it also helps drug companies, Democrats will vote for it because it helps the elderly and disabled pay for expensive meds. Drug companies who charge a fortune get subsidized and get more customers without lowering prices.. The elderly and disabled get meds. Win win win for everyone but the taxpayer.
As long as you ensure that the financial policies of Democrats and Republicans are not very different, you've got it made.
And that's where the think tanks and the expensive speeches come in. And that's why the Koch's would contribute to the DLC, as well as to the Tea Party.
It doesn't have to be any single group in control of either party or both. It's not rocket science. Anyone can play. Drug companies, cab companies, investment banksters, you name it, they can figure it out same way we can.
