6. Unfortunately, it's not constitutional to cut off salaries for Congress.

Came up the last two times there was a shutdown.

If government is shut down why isn't everything, including private contracts cut off.

They are.

Or more accurately, any new payments are cut off, and if the contract involves work in a government facility, it is cut off, and no new contracts can be awarded.

But existing, already-paid contracts continue - the check has already been cashed by the contractor.
