where in the Constitution does it say that if the government shuts down because of an unpassed budget that all 3 branches of government are still paid?

Why isn't it included in governmental contracts that if the government shuts down, all monies paid out in advance will be returned prorated to the shutdown date. Wouldn't this be a nice corporate deterrent to shutdowns?
