4. Couple of clarifications to your post (and an excellent one it is, I might add)...

In regards to the New York example:

1. The October 9th deadline is only for those persons that are already registered voters, but not registered as Democrats. If someone isn't registered at all yet, the deadline for that will be sometime next March (state law is 25 days prior to the election in question).

2. A teen-ager can register before they turn 18, but only if they turn 18 before the end of that calendar year. One of my nieces will turn 18 on January 1, 2016, so she can't register until next year.
