9. Forget the robots - transactions in the market should be taxed in any case

There are so many bad things that happen when HFT can control the markets for very short periods of time. The normal institutional and individual traders have no ability to compete against dark money pools from the big banks.

Adding a minimal %0.01 of traded value will rein in these flash boys. It shouldn't matter whether the trade completes or not, the tax would apply at the point of the buy/sell transaction.
