He knows very well how to frame his campaign themes, and he knows that most people would prefer politics to be less acrimonious and more cooperative. The actual fact that the GOP are for the most part hostile and uncooperative isn't important; what's important is the aspiration for collegial politics. He sat through eight years of the GOP throwing sand in Obama's gears every chance they got; he knows very well that they're a bunch of dicks, and he doesn't intend to be rolled by them. He is expressing the wish that dealing with them like grownups would be possible.
