Remember Obama was the first clean AA candidate. Obama was so upset he made him his running mate.
There was a debate in Iowa prior to the caucus when Biden was asked about that remark and other missteps. He was convincingly contrite and then Obama graciously came to his defense, saying Joe is one of the good guys and the black community can always count on him.
I dont think this 40-something year-old comment will matter.

Bussing was a failure. While the idea had it its heart in the right place, it in no way achieved
