It unfortunately never makes it out of committee to even do what the legislation basically requests - "establish a Commission" to gather data and study this sad chapter in American's history, NOT "pay reparations". One of the goals would be to see what could actually be reasonable or do-able (including remedies beyond "money" )... As an example, we have seen South Africa go through their "Truth and Reconciliation Commission" and the processes involved in that. But you would never get to that point when you cut it off before it even tries to get started.
The issue bubbled up again when Ta-Nahesi Coates wrote comprehensive cover story in The Atlantic magazine about 5 years ago taking a look at what some of the issues are.
