There is no law stating Trump’s campaign has to pay back any city for campaign-related costs unless there was an arrangement made before the event between the campaign and the city. Lebanon did not have such an arrangement with the city before the rally.

However, the campaign is required by federal election law to report disputed debts. Trump’s campaign had not recorded the unpaid invoice from Lebanon as a disputed debt as of June.
