She's had a slow but fairly steady rise in the polls as she takes more support from Sanders.

Usually when people talk about a candidate "surging" they mean a large increase in support in a short period of time.

I think it would be more correct to say she's slowly eroding Sanders' base of support
among the left wing of the party.
