The DNC certified that all 20 candidates had a MINIMUM of 60,000 unique donors for the June debate.



Again:

Are candidates even required to report the number of individual donors to the FEC? I don't think they are. They have to report the identity and address of who donated and the amount, but not a tally of the numbers.

That is why the NY Times had to estimate the number of individual donors in it's article going by donor name and zip code to estimate total donors. If the FEC had a tally of unique donors, I am sure the NY Times would have availed themselves of it.
