Anyway, I don't think your response makes sense in the context of the full article, which (a) does not support the idea that he's "hiding behind" anything since this is not even a claim he made (i.e. you should not take the author's words as his own) and (b) shows he DID support a stricter version of the act in question (which is the only topic of this thread), and (c) since you brought it up, happens to ALSO deal with the other stuff you mentioned, i.e. missed votes, or votes where there was no clear "in favor of russian interest" because the vote involved more than one thing, with no way to vote for (or against) part without voting for (or against) all.
