If she requires her staff to fulfill a certain amount of time to earn a paid leave (for whatever reason) good for her.
Do you think it's fair to pay a person for leave when they don't return? Essentially they quit on bad faith. You're paying an employee leave to take care of family matters then return to work. They didn't. You want to quit, ask for a severance don't string your employer along letting them think you're returning.
