5. What is Warren's back up plan in case this one isn't adopted world wide?

The US alone won't be able to reduce emissions enough to stave off climatic disaster. Given that there is only ten years left and recent history shows that nations haven't been able to make changes, failure is highly likely. Shouldn't our government also be working to adapt to the coming changes? Such as move populations away from predicted flood areas and such.

If I were to vote in a presidential
primary today, I would vote for: Joe Biden
