3. Seems so, he's the popular mayor of a racially diverse city.

Coleman provided a statement from Warren thanking White for his endorsement:

“As so many in Spartanburg know, Mayor Junie White has spent his life working to build an America that works for everyone. From serving in the Navy as a young man to opening a series of stations that not only fueled and repaired Spartanburg’s cars, but also provided secure jobs for so many who were formerly incarcerated and in need of a second chance, Junie has always been a fighter and a champion for the people of Spartanburg.
“I’m grateful to have Junie on our team and I look forward to working with him.”

His city seems to be very racially diverse, with a majority being people of color.

As of the census of 2010, there were 37,013 people, 15,989 households, and 9,721 families residing in the city. The population density was 2,066.3 people per square mile (799.9/km²). There were 17,696 housing units at an average density of 923.9 per square mile (356.8/km²). The racial makeup was 49.55% African-American, 47.15% White, 0.18% Native American, 1.33% Asian, 0.06% Pacific Islander, 0.76% from other races, and 0.96% from two or more races. Hispanic or Latino of any race were 1.78% of the population.

He was just re-elected in 2017:

Junie White will serve another term as Spartanburg mayor after defeating challenger Todd Horne in a runoff election.
White won with just over 57 percent of the vote, according to unofficial results from Spartanburg County Voter Registration and Elections.
Horne received almost 43 percent of the vote.

“I think people know me. They know what I’ve done and what I stand for,” White told 7 News on Tuesday night. “I treat everyone the same.”

White held his watch party at Wild Ace Pizza and Pub in downtown Spartanburg, where he was joined by dozens of family members and supporters.
