I cannot believe you are defending him. Seriously what kind of human wants to sent trans women to jail for that? Who jokes around about hate crimes? You think it makes it OK just because in the middle of his laughter he said "no, you can't murder trans women". Yeah, great clarification. He doesn't really think murder is OK, he's just laughing about it but not really gonna go out on a murdering spree.
