It mandates the executive powers (if federal) to incoporate the requirements by law. Who do you think did all the work for the ACA? The legislature? No, it was passed onto the federal government to create the framework for it. Just like the GND would do. Legislation is law that is requiring somebody to "do the actual work" of following the law. Not some magic wand that makes everything happen by itself.
