There are two ways to qualify ... a threshold percentage in polls or a multi piece fundraising quotas

The fundraising goals include ...
Minimum number of total unique donors (65,000)
Minimum number of unique donors across a minimum of 20 states (200 per state)

Their submitted quarterly forms are not used to determine this.

I believe there were two companies (one being ActBlue) that could be used to show a campaign has reached those thresholds. Since many of the candidates use ActBlue as their portal for their fundraising ... it makes sense. They should have all the metrics necessary to determine if a campaign has reached those thresholds.
