Not changing refers to the fact that he has almost entirely the same basic philosophies he's had for 40+ years. I'm sure you can find little changes here and there, but this isn't about looking for gotcha's, it's about the fact that, overall, he has been remarkably consistent for a politician. Most of the floor speeches you can find from decades past are things you could as easily imagine him saying today. He's not perfect, but he does have the virtue of not needing to run away from or explain away or apologize for old votes/positions/actions as much as your typical candidate. Even his critics usually give him that much.
