If it means no immigration restrictions at all, probably not. If it means easier to come in legally (say anyone can so long as they can show they can work and are not a criminal, etc.) then it might be a good idea. I think it would expand the economy, as it did in the 19th century.
It worked in the 17th and 18th century. There was no restriction whatsoever then. But things were different then. And we sympathize with the Native Americans now. They had an open border policy, as least, they insofar as they could do nothing about it.
