We can possess, gift, grow, and consume freely (well, in private anyway).
What I was referring to is local communities banning cannabis related businesses. They can do that, but can't ban any of the other rights we have under law.
So only a few communities so far have allowed retail shops to open. But they do exist.
Prior to full legalization, we had a long period of decriminalization. Getting caught with up to an ounce was nothing worse than a $50 traffic fine. No criminal penalties.
So yeah, new england is traditionally a conservative region, but we do have our moments of sanity.
We also are on a path to a $15 minimum wage by 2023. It's $12.75 right now. Sure beats PA at $7.25......

No, because many Sanders supporters wouldn't accept anything other than Sanders at the top.
