To help our son come out debt free from college, it ends up we should have just had him take out student loans up to $50,000? We would have saved $50K. That would have been well over a years salary when we started saving.
I am all for making college/trade school/certification programs/etc. affordable by giving grants and subsidies where needed. I also feel that for many, if they do not risk some of their own money, they might not put in as much effort. I say this from personal experience...things sure changed with my college education once my money was involved.

Just zero out the interest, and have a "forgiveness" period for delinquent payers. Subsidize tuition
