1. Couldn't watch much, and don't like this. But why are local systems selling? My guess is

they think a private corporation can handle it better. The price is going up because it’s expensive to run, maintain, and protect a local system. Local officials would rather scream at the corporation than get screamed at. Might be some handgreasing too.

No one is forcing local systems to sell.
