1. Fric & Frac the Dunder Cops were fiddle dicking around, didn't like the honk that came from a third car

and decided to throw their little cop weight around. Pulled over driver was sorta dumb too and only escalated instead of just shutting up then taking it up with the dept later. EVERYBODY was an idiot in this one.
