1. Biden is higher functioning than Trump, so Trump has to find a way to denigrate that fact.
To make Biden's superior functioning a negative.

2. Trump is the one who is a drug addict, sociopaths usually accuse of others of their own crimes. This serves to confuse and create chaos.
