once all the prison are built. There is a lot of taxpayer money on the table and they want it all. The more prisons, the more cells, the more detainees, the more they can charge the government. If they can make it so people can't get out of detention, then the payola will be guaranteed to continue indefinitely. Like I've been saying from the start, it's all about the corruption...everything.
