His action directly benefits one of the GOP leaders major donors, whose fortune comes from Russian oil.
The Senate Leadership Fund, a super PAC run by Sen. McConnells former Chief of Staff, received a total of $3,500,000 ($2,500,000 in 2016 and $1,000,000 in 2017) via Access Industries and a subsidiary. Len Blavatnik is a Russian oligarch with US and UK citizenship who owns Access Industries and donated to Sen. McConnells 2016 Senate campaign vehicles.

Forbes amply documented Blavatniks source funds from the Kremlin in 2013 by exhibiting a copy of the wire transfer itself in a story entitled The Four Horsemen of Russias Economic Collapse. It described his sale of a private Russian oil company to state-controlled Rosneft.

It's been this way here for 20 years: ballot design, hacked DREs, and ballot manipulation. The repubs will continue to "win" elections in FL until the system actually counts the votes. Chances are that several Governors and a few Presidents who took office were not really elected. The repubs cheat in Florida.

Florida used to prohibit collecting ballots and used to require a witness signature. But the state's Republican-led Legislature did away with the laws years ago.
Although Florida, like many states, has imposed strong voter ID laws for casting a ballot at a polling place, it's done virtually nothing to stop fraud in the vote-by-mail process.
Most everywhere in Florida, it's not illegal to collect ballots, like it is in North Carolina, where it's a felony. Rather, it's only illegal to pay someone to collect ballots in Florida, a loophole that allows campaign volunteers and even candidates themselves to go door to door collecting voters' ballots.

Thousands of mailed-in Florida ballots not counted, officials say
The Department of State late last week informed a federal judge that 6,670 ballots were mailed ahead of the Nov. 6 election but were not counted because they were not received by Election Day. The tally prepared by state officials includes totals from 65 of Florida's 67 counties. The two counties yet to report their totals are Palm Beach, a Democratic stronghold in south Florida, and Polk in central Florida.
In the battle for agriculture commissioner, Democrat Nikki Fried won her election by 6,753 votes. Republican Gov. Rick Scott ousted incumbent Democrat U.S. Sen. Bill Nelson by slightly more than 10,000 votes.
