Danny O'Connor for OH-12 Special Election (August 7th)

Danny O’Connor was born and raised in rural Ohio. His mom was a teacher, and his family taught him the value of service and giving back.

He attended Wright State University, and during his freshman year his mother was diagnosed with breast cancer. He traveled home frequently to be with her, and thanks to a new drug and good health insurance, his mom is in remission and was able to afford the life-saving care she needed.

After graduating, O’Connor spent a year in the Jesuit Volunteer Corps as a legal advocate helping veterans, immigrants, and families stricken by poverty. O’Connor aided people who had nowhere else to turn, helping them keep their heat on, get the benefits they had earned through military service, and in some cases, allowing them to keep a roof over their heads.

After graduating law school, O’Connor worked in the Franklin County Prosecutor’s Office before starting a law practice, serving people in the community and helping to run a small business.

Danny O’Connor was elected Franklin County Recorder in 2016, where he manages a staff of 54 employees. As Franklin County Recorder, O’Connor has helped turn the office around to make it more efficient for taxpayers and instituted reforms that helped homeowners, veterans, and the homeless. In 2015, Danny and his law partner were honored to contribute to the American Association of Matrimonial Lawyers Amicus Brief supporting Ohioan Jim Obergefell’s push to recognize marriage equality. And he worked to make the Recorder’s Office a place that supports working families, creating the department’s first paid family leave program for his employees.

Why Texting Beats Email for GOTV

here are two types of text messaging exchanges. Many are likely familiar with “warm” texting. That means you’ve got a relationship with the subscriber and they’ve opted to hear from you. Organizations have been building these kinds of lists for a while and much like email you can blast messages out to all your subscribers at once.

“Cold” text messaging involves using people to send messages one at a time to voters based on cell phone numbers purchased from a commercial data vendor. But doesn’t that violate the Telephone Consumer Protection Act (TCPA)? Well, no, it doesn’t, because the texts are not being sent using “automated telephone equipment.” Rather, they’re being sent one at a time by humans hitting send from a real phone number. It’s not much different than phone banking (where you also make unsolicited calls), it’s just much much faster and less intrusive.

We’ve previously shared our research on using “cold” texts and one-to-one messaging to both turn out voters and to register voters. Our final 2016 experiment dealt with two topics, the first being the traditional “warm” texts. Vote.org was able to build a giant opted-in text list in 2016 because of the heavy use of the tools we offer on our site. This “warm” texting experiment was the largest one conducted to date with a total of 324,935 voters.

Our 2016 study showed important findings with effects on par with other non-partisan presidential year GOTV programs:

First and most important, texting works, both the “cold” and “warm” varieties. Overall, our study showed a statistically significant 0.5 percent increase in turnout (0.65 percent without factoring in social pressure texts). Sending people their polling place information and engaging in plan-making works to increase turnout.

Second, for one of the test conditions we used some light “social pressure” messaging. Voters were reminded that whether or not they voted was public record. This has been found to be effective time and time again in other modes of contact. That was not the case with this texting experiment. Social pressure messaging underperformed our other GOTV messages by a margin of 0.4 percentage points with to 0.65 points without.

Finally, doing GOTV using “warm” texting (0.65 percent) outperformed “cold” texting (0.2 percent), but the opportunity for scaling is much higher and the acquisition costs much lower for “cold” texting.

No detention center will come to Concord, CA 'at this time'

CONCORD — No immigration detention camp will come to the former Concord Naval Weapons Station at this time, according to an internal city email, despite an earlier reported internal Navy memo drafting plans to house up to 47,000 detainees on the shuttered base.

“I was recently advised by California Office of Emergency Services high ranking officials that the U.S. Department of Homeland Security has said there will be no relocation camps established in Concord, or anywhere in California. FYI at this time,” Contra Costa County Sheriff David Livingston wrote to county supervisors, according to a city of Concord email.

The news would alleviate concerns from city and regional officials who said such a tent city would cause major problems at the base, which still has contamination issues. It also came hours before an emergency special meeting Wednesday afternoon in Concord to discuss the proposed detention center.

Late last week TIME reported the Navy proposal to construct the temporary detention facilities on military bases across the country, including in Concord and at Camp Pendleton in Southern California, citing a draft memo.

At the meeting, Concord official Guy Bjerke, who coordinates the city’s base reuse plan, said Navy officials have continued to say the memo was simply an effort to prepare options in the event the Department of Homeland Security asked for them to house immigrants.
